Laharl paces out front of the ruins of an abandoned farm house. While this seems an odd place for a meeting, it has proven to be a good halfway point for all the people he needs to speak with to meet. Three other men stand here, watching their boss pace. Finally, one speaks up, a heavy-set man in crudely sewn clothes. "D'you think they'll show up, boss?"
Laharl doesn't pause his pacing. "I'm not sure, Jeth. We'll have to wait and see."

Cadfael of Sephranix is the first to arrive, his odd shuffling gate announcing his arrival before he comes in sight. For a man who looked to be in good health even if middle aged, he seems to have a ridiculous amount of difficulty picking his feet off off the ground. After raising a hand for a few seconds by way of greeting, he returns his hand to his side, and stands silent and still.
Not long after him, the vain Herlief of Bloodroot arrives, and seems to pick his way over the ground, less a single drop of mud find it's way onto even the sole of his sandals. Seeing how the crude sewing on at least one of the other's closing, he wrinkles up his nose in disgust, and rasps, "What are you asking of me?"
Third is Sostrate of Sais, who merely stalks to the appointed place without even a sounds of greeting or motion of acknowledgment. Crossing his muscular arms, he looks straight ahead with his usual slight glare.
Last is Savas of Fang, who is at least a decade younger than the preceding three pushes back a few strands of hair from his eyes, and stands slightly away from the others. His people are isolationists, and Savas feels out of place so far from his own lands. At least he has more manners than the one right before him, and says nicely enough, "Hello. Why are we all here?"

"Welcome, gentleman." Laharl says, smiling. He is very much pleased that everyone he invited has come. "The reason I have called you all here is this, you are the most powerful men in the townships you call home. However, I would ask you, what does that power really mean? The answer, is nearly nothing. For generations the Frontier has been a lawless place, without even so much as a common currency. I propose that it is finally time to change this, to band together and form a nation, to become more then mayors and leaders, to be the lords of a great and powerful land." Laharl finishes, studying the faces of the four men before him, each in turn.

Sostrate growls, and shifts slightly so the contours of his muscles can be more clearly seen. "This looks like nothing to you? Grow new eyes, child."
Cadfael glances at Sostrate and snorts, "Pry your brain out of your biceps for a few moments. In time even the strongest muscles will atrophy, but forming a nation would leave a lasting mark."
That reply earns a nod from the ruler of Sais, at very least.
"Perhaps this will earn the glory that is long overdue," agrees Herlief.
However, Savas frowns, and taps one foot. The young man seems a bit displeased, but about what is unclear for a moment before he asks, "Before my people migrated and became isolationistic barely less than one hundred years ago we were enslaved by the other tribes. What can you give as assurance that will not happen again?"

"Who'd dare attempt to subjugate the people of a mighty nation? Your people will be protected, as will all the people of our Kingdom. We already have the beginnings of an army, and given time will be a military force to be reckoned with." Laharl finishes, and waits quietly for any other questions.

"Who is going to lead this new nation? You? You seem to be younger than Savas who is barely more than a child compared to the other village leaders," Herlief asks. "I on the other hand-"
"You are an egotistical fool, that is what you are," replies Cadfael. "But I suppose a fool is better than a child, even though there are two children here."
"...age has nothing to do with ability," Savas says in defense of both himself and Laharl. "Not to mention, only adults of any village are let lead."
